Promotion of Civil Society Dialogue between EU and Turkey




General objectives of this technical assistance Project were to;


Strengthen contacts and mutual exchange of experience between civil society in the Member States and Republic of Turkey.


Ensure a better knowledge and understanding of Republic of Turkey within the European Union, including Turkish history and culture, thus allowing for a better awareness of the opportunities and challenges of future enlargement.


Ensure a better knowledge and understanding of the European Union within Republic of Turkey, including the values on which it is founded, its functioning and its policies.


The purpose of this project were as follows;


To provide assistance for smooth and effective implementation of the 4 grant schemes under the "Promotion of the Civil Society Dialogue between EU and Republic of Turkey"


To increase the awareness and publicity of the project, the role the civil society and the challenges and opportunities of accession

 

Types of Services Provided


 

Capacity Building activities such as trainings and workshops for the Grant Beneficiaries on the grant scheme implementation, procurement rules, monitoring, report preparation, project cycle management, visibility and lessons learnt etc.


Provision of technical assistance to the EUSG in the monitoring of the 119 grant project which have been implemented around Turkey with an average of 15 months.


More than 173 monitoring visits and spot checks (out of 250) all around Turkey


Conducting the evaluation of 130 (out of 238) interim and final grant project reports.


Provision of on-going assistance to Grant Beneficiaries on the implementation of grant scheme through execution of regular monitoring visits in Turkey and in the EU, response to all enquiries, review of the reports, etc.


Check visibility rules (use of EU logo, posters, brochures, banners etc.)


Document all the information of the visit (agreements, clarifications, etc.) for record, follow-up purposes


Preparation of Implementation, Procedure men and Monitoring Manuals for the use of EUSG and Grant Beneficiaries


Supported to update of the MIS for Grants (Reports, Monitoring, etc.)


Monitoring Information System (MIS) has been efficiently utilized by the Grant Beneficiaries, EUSG, Contracting Authority and EC Delegation throughout the Project implementation period.

Support to the Solution of Economic and Social Integration Problems in İstanbul, İzmir, Ankara and Bursa as Major In-Migrant Destinations



The overall objective of the project was to reduce urban disparities through enhanced economic, social and cultural opportunities for all citizens. The purpose of the project was to provide support to Istanbul, Ankara, Izmir and Bursa municipalities to increase institutional capacity to mitigate socio economic integration and environmental related problems derived from migration, and to rehabilitate and reintegrate street children in the targeted districts. In this respect, the purpose of this contract is effective and timely implementation of the project activities, including;

5. Trainings 

 

Types of Servies Provided

Project Group has worked through its experts as STE and LTE (ICT Expert, Social Research Expert, National Institutional Expert and Administrative Assistants) and provided backstopping when needed.
Types of Services Provided


Component 1: Capacity Building:


Conducting Information Technologies activities in collaboration with the beneficiaries and interactively with project’s IT-Data Software and IT-Web Design Expert in accordance with the Terms of Reference,

Supervising the IT Project Team, managing risks which could affect directly the Project’s plan and strategy, performing high-level quality control of major reports, performing thorough quality control of all administrative reports, representing the project in IT relations with the beneficiaries, Steering Committee, CFCU and ECD,

Establishment and Implementations of Operational Systems (Client Tracking System – CIS), Preparation of development plans relevant to the migrant population,
Identification of future demand and supply for public goods and services,

Organizing and secretariat working groups meetings in national level and supporting local and national events,
Preparation of the working groups action reports,

Establishing the communication lines between the beneficiaries and the main stakeholders in national level.


Component 2: Social Services


Collection and processing of available data for existing situation analysis using various analytical and presentation tools covering topics such as politic resources, public services and associated expenditures,
Identification of additional data for existing situation analysis and preparation of development plans relevant to the migrant population,
Support to conduct Baseline Surveys and needs assessment reports,
Support to develop content and collect data for CIS (Client Information Expert),
Data Collection, processing and reporting system,
Contribute to the analysis of the results of the field study and in the elaboration of the final report for the relevant city.

Technical Assistance for Supporting the Solution of Economic and Social Integration Problems in Diyarbakır, Sanlıurfa, Gaziantep, and Erzurum, as Major In-Migrant Destinations

   

The overall objective of the project was mitigating the adverse impacts of rapid migration in major urban areas namely Diyarbakır, Şanlıurfa, Gaziantep and Erzurum by building the critical planning and operational capacity of the Diyarbakır, Sanlıurfa, Gaziantep, and Erzurum municipalities to effectively address key problems related to the rapid rural-urban migration. Within this context the project followed a twin-track purpose:

Assist in providing a solution to economic-social integration and environment-related infrastructure problems derived from migration in the selected provinces and improve the capacity of local administrations in more effectively implementing joint projects;

Assist in building local capacity with a view to enhance resources in planning and determining the type, quality and quantity of services that local authorities need to offer.

Technical Assistance for Strengthening Social Dialogue, for Innovation and Change in Turkey




The overall objective of the Project was to strengthen social dialogue in Turkey as a force for innovation, economic and social development.
Moreover, project aimed at assisting the Ministry of Labour and Social Security (MoLSS) as well as the social partners to strengthen social dialogue at all levels in order to accelerate the process of approximation and implementation of the acquis communautaire and to prepare them to fulfill their future responsibilities in the framework of the EU social policies.
 

Types of Services Provided


Project Group has worked through its experts as STEs (112 STE days as freelancers) or backstopping when needed. Consultants have worked at Capacity Building Activities and Grant Scheme Management:

Component 1:
The Capacity Building of the Ministry‘s overall culture on Social Dialogue,

Organization, Preparation and Implement of in-depth training and workshop programmes,

Support the participation of Social Partners in the preparation of the new economic and social policies through increased tripartite dialogue.

Component 2:
Improvement of bipartite social dialogue through grant scheme implementation and managing grant scheme management throughout the process (1.89 M Euro of Grant),
Grant Scheme Management through Monitoring, Training, MIS support, reports review etc.

Project Reproductive Health Programme

Local experts for monitoring the grant contracts being implemented under the Reproductive Health Programme.

The financing agreement for the “Programme of Reproductive Health in Turkey” (RHP) was signed in December 2001 and has started in January 2003. The beneficiary of the project was Ministry of Health (MoH).  Within the context of the programmes’ grant component, based on two calls for proposals, 88 projects were awarded with a total value of €19.9 million.

Project Group has provided 1 Expert out of 2 Experts when working for EC Delegation of Turkey. The project duration was more than 10 months and also supported the backstopping when needed.

The Consultants have Monitored 42 Grant Projects in the area of Health throughout the various regions.

All the monitoring visits, reports have been completed within close coordination of EC Task Manager. Completed the Monitoring Visits with Task Manager.

The project was coordinated with Ministry of Health.

 

 In the scope of desk monitoring, final reports of 8 projects have been reviewed.

  Reviewed the description of activities; control the changes and the corresponding budget,

 

Make site visits to the project main office and other sites if there are any other activities carried out besides the project office,


Attended project activities, communicated and interviewed with the parties of the project ( beneficiary, project manager, final beneficiary, target groups) and reported the findings through checklists,

 

Interviewed with the partner and/or associates to check if the stated actions were fulfilled based on the description of action,

 

Checked visibility rules (use of EU logo, posters, brochures, banners etc)

 

Informed the grant beneficiaries regarding their questions that are briefed by the ECD about contract management,

 

Verified that there was no overrun in the budget ,

 

Communicated any wrongdoings, financial or contractual issues to the ECD, if there were any.

Eastern Anatolia Development Programme (EADP)


Eastern Anatolia Development Programme was a regional development programme aimed at building capacity for sustainable development by implementing innovative and participatory regional policy and planning approaches. The programme amounting to 45 MEUR consisted of various targeted interventions, including implementation of 4 different grant scheme components in 4 cities (Van, Bitlis, Mus, Hakkari)
