Technical Assistance for Strengthening Social Dialogue, for Innovation and Change in Turkey
The Project will put on progress through an in-depth training programme on the acquis communautaire and techniques related to contemporary understanding of social dialogue concept and its implementation.
Moreover, between the MoLSS and social partners, and the latter’s participation in the preparation of economic and social policies will result in improved culture of bipartite social dialogue. In general, the project aims at social development and enhancement of social cohesion within Turkey through capacity building.
Through the implementation of a grant scheme at sector and company level capacities of social partners towards innovation and change in social dialogue will be built.
Project Group Consultants (112 STE days as freelancers) have worked through its experts as STEs or backstopping where needed. Consultants have worked at:
- Grant Scheme Management (Monitoring, Training, MIS support, etc focused to HRD- Human Resource Development, Social Policy or Dialogue related projects.)
- PCM Trainings, on-the-job trainings, workshops, etc.
- Supported to update of the MIS for Grants (Reports, Monitoring, etc.)
Local experts for monitoring the grant contracts being implemented under the Reproductive Health Programme
The financing agreement for the “Programme of Reproductive Health in Turkey” (RHP) was signed in December 2001 and has started in January 2003. Within the context of the programmes’ grant component, based on two calls for proposals, 88 projects were awarded with a total value of €19.9 million.
External assessors will assist the European Commission Delegation (ECD) in monitoring the awarded grant projects that would be ongoing in several cities other than Ankara.
Project Group has provided 1 Key Expert out of 2 Experts when working for EC Delegation of Turkey. The project duration was more than 10 months and also supported the backstopping where needed.
- The Consultants have Monitored 88 Grant Projects in the area of Health throughout the various regions.
- All the monitoring visits, reports have been completed within close coordination of EC Task Manager.
- Completed the Monitoring Visits with Task Manager.
- The project was also in coordination with Ministry of Health.
EU Eastern Anatolia Development Programme (EADP)
Eastern Anatolia Development Programme is a regional development programme aimed at building capacity for sustainable development by implementing innovative and participatory regional policy and planning approaches. The Beneficiary of the Project is the State Planning Organization.
The programme amounting to 45 MEUR consists of various targeted interventions, including implementation of 4 different grant scheme components in 4 cities (Van, Bitlis, Mus, Hakkari) : Agriculture and Rural Development (15.6 MEUR), Small and Medium Sized Enterprises (8.5 MEUR), Tourism and Environment (7.5 MEUR) and Social Development (1.9 MEUR)
Project Group Consultants (47 STE days as freelancers) have worked through its experts as STEs (Grant and Procurement Expert for Agricultural and Rural Development) or backstopping where needed. Consultants provided:
- PCM and Grant Management Trainings
- Monitoring Visits to the Grant Beneficiaries

Technical Assistance to Support the Implementation of the Rural Development Sector Programme, northern part of Cyprus
The overall objective of the Rural Development Sector Programme is to improve living conditions in rural areas in the northern part of Cyprus while protecting the environment and developing a sustainable use of natural resources, in accordance with the priorities stated in the rural development policy for 2007 to 2013. This common policy for all EU countries is focusing1 on improving the competitiveness of the agricultural and forestry sector; improving the environment and the countryside and improving the quality of life in rural areas and encouraging diversification of the rural economy. Specific objectives of the programme is establishment of a Programme Management Unit (PMU), assessment of all rural development grant scheme proposals, implementation of the grant scheme projects, capacity building activities for the administrators and grant beneficiaries and assistance to the management of the other Rural Development Sector Programme activities.
In reaching the specific objectives; six main results are tackled by the Consultant:
A- Establishment and operation of PMU to support the overall programme implementation
B- Successful management of all grant projects
C- Support to the Contracting Authority and the beneficiaries on the procurement processes
D- Capacity Building activities for the administrators and grant beneficiaries
E- Support to the Contracting Authority regarding all other RDSP activities,
F- Regular update and maintenance of the RDSP website

Technical Assistance for Supporting the Solution of Economic and Social Integration Problems in Diyarbakır, Sanlıurfa, Gaziantep, and Erzurum, as Major In-Migrant Destinations
Over the last few years, Turkish authorities, with the support of EU, WB, UNDP and other bilateral donors, have embarked on a strategy of regional development with the aim of reducing regional disparities and establishing as well as strengthening the capacities of the relevant institutions. This current EU project is an important part of the process and aims at resolving problems of urban areas which emerge from permanent rural-urban migrant flows causing many problems. The overall objective of mitigating the adverse impacts of rapid migration in major urban areas by building the critical planning and operational capacity of the Diyarbakır, Sanlıurfa, Gaziantep, and Erzurum municipalities to effectively address key problems related to the rapid rural-urban migration. Within this context the project will follow a twin-track purpose:
- Assist in providing a solution to economic-social integration and environment-related infrastructure problems derived from migration in the selected provinces and improve the capacity of local administrations in more effectively implementing joint projects;
- Assist in building local capacity with a view to enhance resources in planning and determining the type, quality and quantity of services that local authorities need to offer.
The Technical Assistance being provided under this project will result in the development of critical capacity of the municipalities to plan, organise, provide and manage adequate public services for a rapidly growing population.
The achievement of this result requires the set-up and development of a functional institutional framework relating to total-urban migration both at the level of the individual participating municipalities and also as a platform among them. Furthermore, the project will support small-scale initiatives addressing identified local needs – a proven method of fostering partnerships between institutions – both in and between municipal services and nongovernmental organisations. The project is expected to play an important role in improving the common project planning and implementation capabilities of the governorships and municipalities.

Support to the Solution of Economic and Social Integration Problems in İstanbul, İzmir, Ankara and Bursa as Major In-Migrant Destinations
The overall objective of the project is to reduce urban disparities through enhanced economic, social and cultural opportunities for all citizens.
The purpose of the project is to provide support to Istanbul, Ankara, Izmir and Bursa municipalities to increase institutional capacity to mitigate socio economic integration and environmental related problems derived from migration, and to rehabilitate and reintegrate street children in the targeted districts.
