The consortium led by Deleeuw International(TR), in partnership with WYG International Limited (UK), WYG International Sp.zo.o. (PL), Archidata S.r.l (IT), Project Group (TR), Economic Policy Research Foundation of Turkey (TEPAV).
TA is to support Turkish Employment Agency, Ministry of Labour and Social Security, Provincial Employment Vocational Training Boards and social partners in order to strengthen their administrative capacity and improve the quality and efficiency of public employment services. In this context the TA will include improving labour market information system and ensuring an efficient job matching system; improving job; career and vocation guidance services; establishment of monitoring mechanism of active labour market policies; ensuring better functioning of provincial employment and vocational training boards at local level; increasing awareness regarding Turkish Employment Agency; Ministry of Labour and Social Security and social partners through delivery of trainings; consultancy services; exchange and internship programmes; study visits and communication campaigns.

The purpose of this contract is to strengthen the institutional capacity of the Social Security Institution to combat against undeclared employment. The technical assistance will include training need analysis, delivery of trainings, establishment of a common database for cross institutional use, developing and testing models for inter ministerial cooperation, conducting a field study/labour market analysis, organisation of study visits, and awareness raising activities.

The Consultant will realize the provision of training programmes and consultancy for the operation of the Operating Structure (the Ministry of Labour and Social Security) in different steps of the IPA process for effective management and implementation of Human Resources Development Operational Programme (HRD OP) in terms of project selection and assessment, programming and management, monitoring-evaluation and control, establishment and maintenance of ICT-MIS (Information and Communication Technologies - Management Information System) and assistance for accreditation process and transition from decentralized management with ex-ante controls of European Commission to decentralised management without ex-ante controls.

Technical assistance will support to increase the capacity of potential and final beneficiaries on project preparation and management as well as to inform potential beneficiaries about the opportunities provided by the Human Resources Development Operational Programme (HRD OP) and general public about the HRD OP implementation and outcomes. The consultant will realize i) capacity building activities including delivery of trainings on project preparation, project management, Grant Scheme and Grant Monitoring etc. study visits, preparation of action plans and project pipelines and establishment of helpdesks; ii) information and publicity activities including preparation of communication strategy and action plans, photo competition, production of printed and audio visual materials, organization of information days and project fairs and dissemination activities.

The consultant will provide technical assistance on improving the existing capacity to design, develop and implement policies to attract and retain more people in employment particularly by increasing labour participation of women. This will be realised by designing local strategies for increasing the promotion of women's employment and developing a model; producing labour market analyses and identifying employment opportunities accessible to women's target groups; enhancing career information, vocational guidance and counselling services adapted to the different women's target groups; promoting networking between granted projects and participating women of the target groups. The consultant will also be responsible for undertaking activities regarding the dissemination of the results of the grant scheme which is planned to be launched in parallel with this service contract.

The purpose of this contract is to provide the recognition of the existing skills and create opportunities to individuals to increase their level of skills and enable vertical and horizontal transitions and support individuals access to education for increasing employment opportunities and within a system designed to value learning. In this context, the consultant will support the Ministry of National Education in building lifelong learning approach at both national and local levels through developing action plans, establishing networks and conducting awareness raising campaigns.

The technical assistance will promote cooperation among Turkish Employment Agency (İŞKUR) and all related stakeholders and assist them to provide services to promote youth employment by increasing employability and entrepreneurship of the young people. The service will include analysis of entrepreneurship opportunities in 15 growth centres, preparing guidelines and reports which can be used as road maps by both the young people and the relevant institutions/organisations, elaborating a model on 'Youth Entrepreneurship Support (YES)' to promote young entrepreneurship, conducting workshops in 5 growth centres by participation of the young people and relevant stakeholders, preparing an action plan, dissemination of the results of the grant scheme.
